On the issue of local zoning, the version of the bill circulating would set parameters for what rules municipalities could approve.  Local governments COULD pass drilling ordinances, but those rules may NOT address issues regulated by the state, such as setbacks from buildings or waterways, or be more stringent than rules for other industrial activities.
